To train your ears so they expect what you're about to play just before you play it so you can evaluate how good you did it

Master the simple mechanics of legato and picking and all the other elements will fall together.
One of the things that the aforementioned recommendations point to is that you have to master the motions before you master the artistic part.
The following subjects are covered well in my two favorite instructional methods. John Petrucci's Rock Discipline and Troy Stetina's Speed Mechanics for Metal Guitar.
Legato Lesson
You have to make all the left hand fingers strong enough to effortlessly execute trills and flutter's evenly and quickly.
Try the following legato in 16th notes (4 notes per beat) as a flutter (an endless repetition of at least 1 minute's duration)
1-3-4-2 (fingering) @ frets 5-7-8-6
When you can play this figure with a strong touch, practice to see how lightly you can play it while maintaining evenness.
Then make this figure into stretches, same fingering
starting by moving the fingering down the fretboard to the first fret.
When you can practice this accurately, put a space in between each finger in successive excersises at the 5th fret
5-8-9-6
5-7-9-6
5-8-9-7
After this try the other combinations of slurs with 1234, and then add the spaces as described above.
They are
1234
1243
1324
1342 (as above)
1432
1423
Then work on trills between all finger combinations
With picking, the trick is mastering inside/outside picking when crossing strings. The other techniques of sweeping and economy picking are great but even if they are better and more efficient I don't think they can be properly developed without a strong foundation of alternate picking. Paul Gilbert's excercises are good as are Petrucci's and Stetina's.
Start very slow and be very patient. Maintain the lightest picking possible while maintaining evenness between string crosses, absolutely no inadvertent string noises. Practice picking with motion from the wrist only, and from the elbow only. Picking from the elbow feels very uncontrolled at first but it is ultimately the most efficient and quickest motion when you get it under control. The point is to neglect none of the muscle groups so that you have a technique that supports relaxation while playing at blazing speed.
