I have heard of this article but have never read it. Does it exsist?

It exists. I have a copy of GW from Jan. ´90 where it's featured.

I own the magazine. That work-out has special meaning to me. When I was a li'l brat I would practice literally 10 hours a day, the majority of that time just on that work-out. This was summer time, when I put all those hours in. But the concept of the work-out is still a very strong one and it is very effective in covering multiple technical issues on the guitar. It's a must have for anyone who is serious about getting chops on the guitar or anyone who truly admires Steve.

I remember that the GW column was missing an exercise or two...and the error was posted on the next issue or something......I think it was the part about "angular" picking. I don't have the issue next to me right now.

Yes, this most certainly exists, And you can easily order it from any music store!
Hal Leonard have collected a number of GW Private Lessons, including the 10hr Workout, into a book whose details are here:

One question:
Steve used to practice 10 hours a day, but HOW LONG did he do so? One year? Ten years? Does anybody know???
